Few people know that the Italian government does not govern the energy. The laws are only the consequence of decisions taken elsewhere. Where?
World Bank. With criteria beyond, since no one is ever going to vote for the leaders of this organization!
EIB (European Investment Bank). It goes a bit 'to the other trailer, but it is a leading maker? Who knows who directs? (Not me!)
European Commission. But this the vote! No. False. We vote for the MEPs. The members of the European Commission will not vote for us, but are offered by governments ( that caste, guys!).
USA and Germany. They are able to influence the Italian choices on energy. Mainly the Germans. They are extremely intelligent and they use to do so. At first do more to promote alternative energy in Germany (wind, solar, biodiesel). While we discuss the usual stupid things (stadiums, Romanian, say, 58 or 60 years ...) their industries are starting to churn out solar panels, biodiesel and wind power for their needs. Then, when they are well developed, reduce hoarding, forcing their businesses to create new markets. But the accompanying energy choices by imposing the European Community and by convincing governments. Even ours. Also because the number of advisers of ministries, unable to earn the bread with the skills, go to copy what the Germans have done 10 years earlier! But we can not blame the Germans to be forward-looking, competent and - above all - intelligent!
